It should be applied with your smallest finger using a smudging and blending motion.

Royal blue suits blue eyes best- if you have brown eyes use a shade of blue pastel, while people with green eyes are lucky as they can wear both. Women with dusky skin should consider wearing the lighter shades of blue while women with fairer skin can try darker shades with glitter or sparkles.

If peacock blue is too bright for you or if you feel it is not the right shade for you, you can try a muted navy that can be worn with black mascara-and lots of it.
