Is scalp med worth trying after trying rogaine for women?

I am in my late 20s and experiencing hair loss for many years now. I tried rogaine for women, thinking it to be effective, but I wasn’t really amongst lucky 80% who have successful results. I used it for almost 9 months, and when there was no stopping to my hair loss, I quit! Lately I have come across scalp med and I wonder if it is going to be as ‘effective’ as rogaine or not! I don’t have bald spots as such, but my frontal hair seems to be really thinning, and there are no new hair grown. Even the hair transplant thing doesn’t promise 100% result! This is one reason why am I apprehensive on shelling more money into my hair transplant as well, and I am just gathering money for the treatment. I just want to know from some hair expert now, whether scalp med is worth trying at this point of time, when I have tried several medicines, including rogaine, for hair re growth! Please advice. Thanks.
