How to use electricity powered professional hair clipper appropriately?

I have recently bought a professional hair clipper for myself, however, when I tried using it at the back of my neck, it made the skin rough and dry. I know it is winters, and this probably could be the reason for dry skin. I thought about to first wash my neck with water, and then use the professional hair clipper on it, but since it is electricity powered, I am a bit apprehensive about it. I want to ask from some users, if they would advice to first rub some oil on neck, and then use this professional hair clipper! Please assist.
